Department of Human Resources

Under the authority of a Director, The Department of Human Resources is responsible for:

- monitoring the implementation of State policy relating to the training of the Ministry’s personnel; 
- monitoring the recruitment and training of personnel, in conjunction with the relevant services of the ministry in charge of public service;

- co-ordinating, preparing and implementing training programmes for the Ministry;
- designing and implementing State policy relating to the management of the human resources of the Ministry;
- the forward-looking management of staff and expertise, in conjunction with the ministry in charge of public service;
- assessing the human resources management system in force;
- monitoring the improvement of personnel working conditions;
- preparing administrative instruments relating to personnel management, in conjunction with the technical departments;
- preparing drafts of transfer decisions for personnel being recruited, in conjunction with the technical services concerned;
- keying and processing salaries and salary benefits of personnel in the Ministry;
- handling disputes relating to salaries, in conjunction with the competent services of the ministry in charge of finance;
- assessing personnel;
- implementing legal and statutory instruments relating to personnel expenses;
- the management of pensions;
- updating the card-index of personnel in the Ministry; and
- using and maintaining the application of the Integrated Management System for State Personnel and Salaries (SIGIPES), in conjunction with the Ministry in charge of Public Service and Administrative Reform and the Ministry of the Economy and Finance

The Department of Human Resources shall comprise:

- the Unit for the Integrated Management of State Personnel and Salaries;
- the Sub-Department of Personnel;
- the Sub-Department of Human Resource Development; and
- the Sub-Department of Salaries and Pensions.
